For my Red Alert Zero mod (still in conceptual stages- though likely not for long- as most of the concepts have been covered- I thought I'd finish off the sides' main units).

Basically the two side's shipyards.

Both work virtually the same way.
They either build the naval units, or act as a drop-off point for naval supply units.

In the mod, the supply vehicles are not amphibious- on land both sides use supply trucks, and on water they use supply barges. The 'resources' in question are a range of sources;
Captured oilrigs and shipping docks, and points at the ends of the map called "Blockade Safe Points"- areas where valuable supplies from home base may enter the battlefield through.
In general, naval supply resources are far more valuable than land-based counterparts due to the much higher carrying capacity of the supply barges.

To unload the supplies, the Supply Barges simply dock at the side of the shipyard, a crane lifts up the crates, places them on a rail-mounted platform that moves below the crane, where another smaller sliding crane collects them, pulling them inside the structure.

Note the Soviet Shipyard is able to benefit from the Soviet "Crenelations" upgrade, and is upgraded with a light AA flak-based machinegun.
